Punjab clarification for Pension: In Punjab, the family of a civil servant who passes away during duty is entitled to receive the salary of the deceased against a special OSD post until the civil servant’s hypothetical superannuation age of 60 years. However, there has been confusion regarding how to calculate the qualifying service of the deceased civil servant and whether the increments earned in the OSD position should be included in determining the last pay drawn for pension calculation. The Finance Department of the Government of Punjab has issued detailed guidance on this matter vide letter No. FD-SR-III-4-77/2020 dated 12-06-2024, addressing concerns raised by the Chief Inspector of Treasuries & Accounts, Punjab, Lahore, and has provided copies of the relevant notifications.

REQUEST FOR ISSUANCE QF ADVICE WITH REFERENCE TQ INCLUSION OF ANNUAL INCREMENTS FOR THE PURPOSE OF PENSION EARNED BY THE FAMILY AGAINST OSD POST AFTER THE DEATH OF CIVIL SERVANT
I am directed to refer to your letter bearing NoJT(FD)(TT)6-l 1/2019 (Pt-H), dated hj28.03.2024 on the subject noted above.
2. The case has been examined in the light of advices already issued vide this Department’s letters bearing No.FD.SR-111-4-12/2018, dated 11.04.2018 and letter bearingNo.FD.SR-IU-4-77/2020, dated 08.04.2020 and points raised in your letter under reference is replied as under:

| 3 | Which rate of commutation factor would be applicable at the time presumed date of superannuation in which pay has been drawn against the OSD? | The commutation of pension is optional in terms of Rule 8.2 of the Punjab Civil Services Pension Rules (copy enclosed read with Para 16(B) of the Finance Department’s circular letter No. DF, PC.2-1/2001, dated 22-10-2001 (copy enclosed) when the pensioner died during service, therefore, he did not exercise his option, so no case of commutation is made out The family will only be entitled to draw gratuity equal to the commuted value of 1/4th of his full pension in terms of rule 4/6 (3) (a) of the Punjab Civil Services Pension Rules (copy enclosed as already clarified vide this departments letter bearing No. FD.SR-III-4-77-2020, dated 08-04-2020 (copy enclosed). However, the age rate of commutation factor on the date of superannuation will be taken as already clarified vide this Department letter bearing No. DF.SR-III-4-12/2018, dated 11-04-2018 |
